When Does This Permit Apply?
An Erosion & Sediment Control (ESC) Permit is needed for any soil disturbance on any land used or being developed on for non-agricultural purposes within the unincorporated areas of Lorain County and may include:
A single-family residential home with soil disturbance of 1 acre and greater.
A residential lot that is located within an already developed subdivision (can be less than 1 acre).
Any lot that has previously completed a lot split, creating 2 or more buildable parcels.
How Do I Apply?
To apply for an ESC Permit, all of the following items must be submitted to Lorain Soil & Water Conservation District at the time of application:
Completed Erosion & Sediment Control Application form.
Applicable fees (cash or check only made out to "Lorain County Commissioners") - based on acres disturbed, typically $50 Plan Review Fee and $360 2-Year Permit Coverage and Monthly Inspection Fee ($410 total).
Ohio EPA NPDES NOI - if your site disturbance is greater than 1 acre.
Site plan that outlines the limits of soil disturbance, location of structures, setbacks, and installation location of best management practices. Electronic and paper copies need to be submitted.
Verification of compliance with other applicable permits.
If your property is located within a Common Plan of Development, you may require additional permits from the Lorain County Engineer Office.
